Original description:
Currently, the user can click on any child of the 'Tags' tree item, but not 'Tags' itself. One of the users on the mailing list pointed out that it's a bit of a UI inconsistency, and it might be useful to be able to see all photos that have been tagged, so they'd like to be able to click on 'Tags' and have them displayed.
Related issues:

Actually we're planning to display something else when the user clicks Tags: see #1402 (closed) . If a user wants to see all photos which have been tagged, it's not hard to set up a saved search for that.

Also, we would eventually like to get to the point where for any sidebar item the user can switch between (a) a view of all photos under that item, and (b) a view of all subitems under that item. This is #2413 (closed). For example, if the user selects Tags they should be able to switch between a view of all tagged photos and a view of all tags. Once that's implemented, the user will be able to have either the view described in #1402 (closed) or the view proposed in this ticket. I still don't think it's worth ticketing this separately, since this is essentially #1402 (closed) plus #2413 (closed).
