If a photo is in the trash can, re-importing it (or importing a copy) will not work. The trashed photo is detected and the new one is dropped.
It may be that this is acceptable behavior; I feel this needs discussion.

For what it's worth, I tried this in iPhoto. It turns out that iPhoto will import a duplicate copy of a photo that is in the Trash without prompting. If the user then restores the photo from the Trash, they'll have two copies in the library.

As an user I would expect 100 photos to be imported if there are 100 photos in my import folder/media.
So, if not all of them are, then there should be some kind of feedback to why and which photos.
Best I think to let user pick and choose afterwards (but tricky to implement?)
Easiest to do what iPhoto does.

We discussed, and decided that if the user imports items which are in the Trash then Shotwell should pull them out of the Trash back into the Photos view.
