Use symbolic icons

What this does:

  • Only show heading anchors when our CSS is loaded, removing them from RSS readers and similar
  • Replace ↗ char with external-link-symbolic icon
  • Move SVG icons to a separate file

Also noticed we have these arrows as prev/next post navigation at the bottom:
