introduction/languages: List C as a supported language, and document recommended build tool

The overview mentions that C is the primary language, but if the reader just glances at the table then it looks like only C++ is supported.

We should have a section about build systems somewhere in this manual, I propose just extending the introduction/languages section as done here.
