[feature-request] Set sound device level without engaging sound device
Sound device levels or "output gain/attenuation" should be separate from "engaging" (using/locking/etc.) a sound device.
The "Settings" control panel does not allow this.
The reason is that, in order to set a level for a sound device (of which there are usually multiple), one must select it as the "current" system-wide ("default") output target, and this might lock the device into a kind of "exclusive" mode where other software backs off (e.g. JACK)
