It seems you need to add the tag "/Foo/Bar" to really assign a tag in the hierarchy, if you do just "Bar" or even "Foo/Bar" it'll create the tag "Bar" in the top level and assign that.

Also, you can assign photo/s to a single tag by dragging them to a tag on the sidebar.
