For 0.9.3, we set a desktop background in GNOME 3 by setting a GSettings key; see #3496 (closed).
There's currently an ongoing discussion about the right way to do this in GNOME 3 in Epiphany; see https://bugzilla.gnome.org/show_bug.cgi?id=647604. For 0.10, we may want to do whatever the Epiphany folks end up deciding.

I just took a look and found that Shotwell sets the desktop background just like Eye of GNOME and Epiphany do it, namely by setting picture-uri key in the org.gnome.desktop.background schema. I think this is fine. Closing.
