After successfully running the configure script, I tried to build Shotwell and got the following error:
Package rest-0.7 was not found in the pkg-config search path.
Perhaps you should add the directory containing `rest-0.7.pc'
to the PKG_CONFIG_PATH environment variable
No package 'rest-0.7' found
After installing librest-dev everything went fine.

In Shotwell the configure script doesn't check any dependencies at all - the Makefile does that instead (since in Shotwell you don't need to run configure at all). What you're seeing here is the output that gets printed when Makefile's check for librest fails. It would be the same for any other package that Shotwell depends on; this is all by design.
We could consider having configure call into the Makefile to perform a (redundant) dependency check, but I think we're going to move to waf before too long anyway so I'm not sure we need to work more on our custom make system right now. Marking as wontfix.
