layer: Add a toggle button to mute a layer

Christopher Galusha requested to merge pip-delorean/pitivi:layer_activeness into master

Previously a user could only mute individual clips in the timeline.

This is unnecessarily tedious for a task users may often want to do.

A mute toggle button has been added to each layer that allows the user to mute the audio track of the corresponding layer.
