Work around corrupt/inconsistent file names.

Rhialto The Marvellous requested to merge Rhialto/pan:fix-inconsistent-file-names into master

These changes to allow the file name given in the Subject of a task list entry to be used instead of the one from the subject of the part(s) or the one that may be included in the encoding format.
