Cursor doesn't reappear when moving pen of drawing tablet into proximity

Bug summary
In some apps, when I move the pen of the drawing tablet out of proximity, and move it back into proximity, the cursor doesn't reappear.
Examples:
Affected:
- gnome-settings
- Files
- Extensions
Not affected:
- gnome-processes
- firefox
Steps to reproduce
- Open affected app
- Move the cursor to its window
- Move pen out of proximity
- Move pen into proximity again
What happened
At step 3, the cursor disappeared. But it didn't come back at step 4.
What did you expect to happen
Should come back at step 4.
Relevant logs, screenshots, screencasts etc.
- This happens with extensions turned off
- When moving the (invisible) cursor into an unaffected app, it reappears
- When moving the (invisible or visible) cursor into another affected app, it sticks with the "resize" cursor that appears at the window border
- except if it doesn't (?) see screencast below where it didn't happen once. Maybe because the "resize" cursor was never shown in the first place because I was too quick

Another interesting observation: When the cursors needs to redrawn (because it changes), then it reappears:

enabling the extension as described here (#2370 (comment 1599003)) doesn't make a difference
