Drawing tablet cursor disappears on maximized/fullscreen apps when using Wayland

Bug summary
Maximized and fullscreen apps do not show the drawing tablet cursor. The drawing tablet still works and its strokes are visible on canvas, but the cursor itself is invisible. I've reported this issue to OpenTabletDriver, but since everything works in Sway this seems to be a GNOME issue.
Steps to reproduce
Maximize/Fullscreen one of the following apps (these are examples - the list is not exhaustive):
- Firefox or Google Chrome (XWayland or native Wayland mode)
- GIMP
- Blender
- Photoshop through Wine (for some reason drawing tablet cursor works in fullscreen mode, but it still doesn't work when maximized)
Maybe useful: for some reason the drawing tablet cursor doesn't disappear in Krita in all modes (windowed, maximized, fullscreen). Krita doesn't support Wayland - it's an XWayland program.
What happened
The cursor is only visible when using a touchpad. When a drawing tablet is used, the touchpad cursor disappears without a new drawing tablet cursor appearing.
What did you expect to happen
When using a drawing tablet, the touchpad cursor should disappear and the new drawing tablet cursor should appear.

I've tried to record the screen using OBS but the drawing tablet cursor isn't being recorded - only the touchpad one.
