build: migrate from gtk-doc to gi-docgen

Bilal Elmoussaoui requested to merge bilelmoussaoui/gtksourceview:gi-docgen into master

Following what other GNOME libraries do for their documentations

Various commits will follow to port the docs from gtk-doc along with hopefully some annotations fixes

Still to be done:

  • Add a urlmap
  • Add properties getters/setters annotations (unless we want to use a more recent gir in the CI)
  • Cleanup some of the functions documentations in term of "small description" / rest of the comment
  • Update authors/description/license/links
