gs-prefs-dialog: Tweak updates_info_popover

This changes makes updates_info_popover to have the same properties (and its values) of the popover from CCListRowInfoButton[1], so the text alignment will look the same, improving consistency.

Also, this change allows the popover contents to be read by the screen reader.

[1] It's a custom widget from GNOME Settings which looks like updates_info_popover.
