Timezone offset for cities in gnome-shell not updated after summer time move

Bug summary
Steps to reproduce
- Login before Summer time switch. In my case I have France local time and Argentinian clock added. Please note there is no summer time change in Argentina.
- Summer time makes our time to move one hour ahead, as Argentinian time doesn't change, we have now -5 hours difference instead of -4 hours in winter time.
- Gnome Clocks properly show "Buenos Aires" time is 5 hours before... but on Gnome Shell I still see -4 hours time (even if correct time is properly shown, but the displayed difference is wrong):
I think it is similar to old bug #2209 (closed) , but in this case the problem is that clock is not updated after local time changes from winter to summer time in the same local timezone
