Accessibility Zoom focus shifts to the center without respecting preference

Bug summary
I prefer the option magnifier position = Magnifier cursor pushes content around as this setting should allow me to keep the focus steady right where i intend it to be. However, the focus keeps shifting away from where i intended to either the center of a window, a widget or to the top left corner of the window.
When zoomed in and say at more than 3x levels where a focused widget becomes larger than the screen size. For example. Say i am setting up my keyboard shortcuts, the dialog for keyboard shortcuts pops up and i try to keep the zoom focus to the left so i could read what the shortcuts are for and move right to see the actual shortcuts. But, when i try to do that the magnifier focus keeps shifting to the center of the widget as i navigate through the list with my Keyboard.
P.S. Note the focus keeps pulling away from where the cursor actually is to the center of of a window. for example, i was trying to configure Typing Booster where i noticed as i try to read the options left to right. My mouse cursor positioned to the left of the window, the focus kept pulling and moving away towards the center of the window.
This behaviour makes it really hard and sometimes really frustrating as i heavily rely on Zoom to use my computer.
Steps to reproduce
Please understand this issue is related to Accessibility > Zoom and not the widgets or any other component described in the steps bellow. I provide these steps so you could see what i experience when using Zoom. THere are simply the points where the bug is more obvious.
- Settings -> Accessibility -> Turn on zoom and increase zoom more than 3x.
- Change Magnifier position -> Magnifier cursor pushes content around.
- Settings -> Keyboard shortcuts -> Customize shortcuts.
- On the dialog keep the magnifier focus to the left so to read what the shortcuts are for
- Navigate through the list with Keyboard
with the same configuration for zoom, Also try
- Open Nodulous
- navigate to a file (any file or folder)
- Hit F2 to rename the file
- Try typing a new name for the file
It could be noted that the focus keeps shifting away to the top left cornor of window rather then following the text cursor or staying steady where the focus was left to be.
What happened
After reproducing the steps it could be noted that the focus jumps to the center of the dialog widget instead of keeping the focus steady on the left. This causes the user to pull down mouse every time to keep the focus steady.

What did you expect to happen
With the preference set to Magnifier cursor pushes content around it indicates that the focus should not move unless the user intentionally moves the focus by touching any corner of the focused area and push with the mouse to move. It is expected that the focus stays steady where the user left it to be and could possibly move and follow text input. in every other case focus should remain steady exactly where the user needs it to be.
