Accessibility Zoom the zoom focus area keeps shifting away

Bug summary

When Zoomed in the Zoom focus area keeps shifting away especially when the cursor focus shifts to a text feild or a text area. For examing while having the terminalw indow open at the center of screen as I start typing the focus shifts to the top right cornor or my screen and the screen. The same behavior can be noticed with other apps like in settings while searching and it feels like i have to keep pulling my mouse down to where i need the focus to be every single time.

Steps to reproduce

1. Settings > Accesibility > Turn on zoom
2. Zoom in and try using any application that requires text or mouse input
3. Position the app in the center of screen so the bug is more noticable
