network: Rename "Bluetooth" to "Bluetooth Tethers"

𝅳Automeris naranja requested to merge automerisnaranja/gnome-control-center:bluetooth-tether into main

This will be consistent with GNOME Shell's quick settings tether menu, which shows "Bluetooth Tethers" (when expanded). Also, this makes the section title to be more precise, which is important when using a screen reader.
