network: Rename "Bluetooth" to "Bluetooth Tethers"

𝅳Automeris naranja requested to merge automerisnaranja/gnome-control-center:bluetooth-tether into main

This will be consistent with the quick settings tether menu, which shows "Bluetooth Tethers" (when expanded). Also, this makes the section title to be more precise.
