Draft: #9745: configure this tab icon
a step towards fixing #9745

The 'configure this tab' image / icon now scales in response to the icon sizes being adjusted.
Edit: I hope I made this more consistent with the other icon scaling methods proposed in other MRs, seems to work without a grumble. and I like it using the global function to look up a size.
