#9745: get custom gtk icon size

Mark Sweeney requested to merge pixelmixer/gimp-plugins:get-custom-gtk-icon-size into master

a utility function to translate the user settings for custom icon size into a gtkIconSize. It makes sense not to repeat this code, so here's a global function.
