Draft: Issue #9730: Specify color when window out of focus

Alx Sa requested to merge alxsa-titlebar-out-of-focus into master

This patch attempts to resolve #9730.

It adds CSS to specify the titlebar being out-of-focus when another window is in front of it. I'm not sure if the color contrast is sufficient and/or too distracting - feedback appreciated!
