GIMP theme makes it unclear which window is focused

Description of the bug
In the above image, it can be seen that the application on the left is focused. Gnome (both the default and Yaru theme) use a darker titlebar to show that a window is active.
However, in the above image, I have GIMP focused. However, it is more difficult to tell that it in in focus because the GIMP theme defaults to a much lighter gray when the window is in focused. The only thing that changes is that the text becomes a bit lighter.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Launch GIMP
- Compare titlebar color to other GTK apps as focus changes
…
Expected result: GIMP would default to a much dark titlebar when the window is active in order to make it clear which app is in focus
Actual result: GIMP defaults to a light gray color that is misconstrue the window as not being in focus when it really is
