"New Window" action unexpectedly opens incognito window when "Start in incognito mode" is enabled
I think this is a consequence of the current implementation, but the "New Window" action in the menu currently opens a new incognito window when the incognito-by-default preference is enabled, making it and the "New Incognito Mode" actions redundant.
It feels like the intent would be for this action to open a new non-incognito window, as currently there's no way to do so with that preference enabled.

I think you wouldn't need a custom desktop file if launching a New Window from incognito mode were to launch a window in the default instance rather than an incognito window, for example.
Prior-art-wise, Chrome on Android has "New tab" and "New Incognito tab" actions that always open new regular or incognito tabs respectively, regardless of the current incognito/non-incognito context. Firefox on Android behaves the same way, with "New tab" and "New private tab" actions.
