Screen size menu doesn't select overflowing items

Bug summary
If you are at (for instance) 300% scale and try to change to 200% scale, you'll end up at 175% scale. This happens consistently. In reproducing for this bug, I think I've identified the cause: the last visible item in a list is being selected, even if you've scrolled the list to a value below the fold.
Steps to reproduce
- Open Settings
- Observe that scale is at 300%
- Tap the menu. Drag until 200% scroll is visible, and tap it to select.
What happened
The last visible item before the drag is the one selected.
If you're at 300% scale and trying to get to 200%, you'll first have to reduce to 175% scale (due to this bug), so 200% scale will be visible the next time you open the menu. It will then be selectable.

The menu item I tap will become the active one in the menu
