Miscellaneous improvements for lazy users

Will Thompson requested to merge wjt/gitlab-changelog:misc into master

My goal was to be able to run this script with no arguments. I didn't quite succeed. This MR makes the commit range optional, and allows the project name to be specified case-insensitively.
