Allow to prevent OSK to unfold for certain apps

Prompted by a discussion on matrix I wanted to see if we can filter apps by app id that shouldn't unfold the OSK automatically (but still unfold when the OSK button is pressed) based on wlr-foreign-toplevel. The list of app-id's can be configured via a gsetting.
