EGO Review Guidelines: Add Gtk and Gdk

GNOME Shell 45 removed Gtk as one of its dependencies. Also Gdk is only used on GNOME Shell to prevent anything from establishing a connection to the display server.

Importing Gtk and Gdk to the shell process is no longer allowed for extensions supporting 45 and later.
