Disabling automatic fragment change

Unfortunately, when visiting e.g. https://gjs.guide/extensions/development/debugging.html, it automatically changes the URL to the first anchor (https://gjs.guide/extensions/development/debugging.html#reloading-extensions), and as the user is scrolling up/down, changing the fragment.
That makes it difficult to use with bookmarking/highlighting tools, such as BSP2 (Bookmark Search 2) for Firefox and YAWAS (highlighter storing & matching the highlights in browser bookmarks) for Firefox/Chrome.
If the intention was to help people bookmark an actual part/position of/on the page, I believe that's no needed. Advanced users are used to the fact that as they click at a header, it is an anchor to itself. (In this instance it's the hash #
left of the header.)
There can never be an ideal "solution", because we can't read the minds: whether they wanted to bookmark/see the URL of the page/part/link they opened/clicked at, or the part they scrolled to. But the first one is mainstream, and doing otherwise is an advantage to a few but a disadvantage to mainstream.
If possible, please disable that.
