window: Use HdyStatusPage for the empty state

This makes the style consistent across GNOME, simplifies the code, and ensures translations won't make that page too large to fit phones.

This also bumps libhandy to 1.1.90.

I know we are after the 40 UI freeze, this can wait GNOME 41. :)
