Format times consistently

Sebastian Spaeth requested to merge spaetz/PasswordSafe:consistent_time_formatting into master

After discussions we are now using "%d %b %Y %X" for datetime representation which is a good tradeoff is acceptable in most locales and cannot be misunderstood.
