Use GNOME ci template

Prototype for using GNOME CI template. The current template builds the application 3 times GNOME/citemplates#5 (closed)

This branch copies the template and changes it to only build once. When we are happy with the changes to the template, I will upstream them.

Open questions:

• Authenticator sets test-args, however this seems to be unnessesary in this project. Why does Authenticator do this? https://gitlab.gnome.org/World/Authenticator/-/blob/master/build-aux/com.belmoussaoui.Authenticator.Devel.json#L35-38
• rewrite-flatpak-manifest can't add more command line arguments, so the run-tests flag is always set to true. Will that be a problem in context other then CI template?
• GNOME runtime version master fails because of missing javascriptcoregtk-5.0. Why does that exist in 43, but not in master?
