doap: Update bug reporting URL

Anders Jonsson requested to merge ajonsson/planner:bug-addr-update into master

In my last translation I noticed that l10n.gnome.org changed the bug address in the .po file to the old GNOME/planner URL.

This looks like it is due to the old URL being used in the doap file, so let's update the doap file to use World/planner.
