Refactor MrpTime API (MR !28) simplified

MR !28 (closed) modifies the implementation of MrpTime. It turns it into a clone of GDateTime: libplanner/mrp-time.c#56.

It installs tests, modifies MrpTime and reruns the tests.

Cool!

But too many changes are not refactoring but code formatting. MR !28 (closed) is hard to review.

This MR is MR !28 (closed) without the code formatting changes. A review takes less efforts.
