Planner doesn't look at the LC_TIME environment variable for the data format.

Description
Please describe the problem: Hello,
First i want to thank you for all the efforts put into the program.
I am evaluating the program to see if i can use it instead of Microsoft Projects. I am living in Holland but I like the English language for my software programs. But i have to keep the data format used here dd-mm-yy(NL) not mm-dd-yy(ENG). So i did a export LC_TIME=nl_NL.UTF-8 but planner did't respond to it. I thought we had specific rules on Linux software programs for this :-D.
Can some one fix this and probably all the other environment variable too.
I now have a workaround thats like this:
make new file: /home/Jelle/bin/planner.nl #!/bin/bash export LANG=nl_NL.UTF-8 exec planner "$@"
In menu add item to execute planner.nl %F
