Add Gsettings quality option

The default quality used for converting mp3s is v4. Which is "probably good enough," but a small niche might want higher quality (eg. v0). This adds a gsettings option for that, and keeps the default at 4, which is what it previously was.

First contribution to someone else's project. Let me know if I'm doing something very wrong. :P
