Add the High-definition preference

This allows users to use a high video definition for platforms supporting it. It picks the closest resolution lower or equal to a height of 1080 for the main screen.

For the moment it isn't dynamic at all, the option is set when loading the core. Currently, Flycast, Parallel N64 and Citra support it.
