media: Be smarter when downloading thumbnails

Prefer the original if it's not too big. Also prefer thumbnails of the original rather than thumbnails of the thumbnail.

Fixes SVG avatars not working.

Closes Support animated media thumbnails (MSC2705) (#1450 - closed).
Part of Changing room avatar to SVG succesfully fails (#1397 - closed).
