Do not mark builds as always stale

David Runge requested to merge dvzrv/fractal:dvzrv/do_not_build_twice into main

Do not rebuild the custom_targets, as when calling meson build and meson install separately, parts of the dependencies will be missing, resulting in a failing installation.
