misc: Make the bug template the default issue template
Feature in the docs: Set a default template for merge requests and issues.
It would be best if we could force users to choose a template like on GitHub, but hopefully this way the template list won't be ignored and we should have fewer bug reports without any information.
An alternative is to make the default template the "Bug" template, since it's always possible to switch to a different template or use no template at all, by choice.
