Refactor toolbars

This commit reorganizes how our two main tabs relate to application toolbars. Instead of one toolbar shred by the tabs, they each hold their own toolbar, which allows for easier customization and grouping toolbars together to enjoy libadwaita's new ability to merge adjacent toolbars.
