Improve translation workflow by using Weblate or something similar

Currently the po directory (https://gitlab.gnome.org/World/Shortwave/tree/master/po) is void of any translations. With Librem5's current Q3 2019 launch date Q2 2020 launch date (mass market Evergreen batch), it would be nice to be able to enable translators to be able to more easily contribute to Shortwave now so when the Librem5 (and PinePhone) launches it's more accessible to all.

Weblate is an online tool that significantly streamlines the translation process. You can either selfhost for free or give Shortwave is FOSS, use the Gratis (free) price tier. Demo to show how much easier a tool like Weblate makes contributing translations can be found here: https://hosted.weblate.org/
