Extra Space for a Possible View Above Desktop Icons

This adds extra space or more precisely forces the extension give up using the row or the column below the app launcher will lay. It supports all the sides and can be disabled if the user wishes to. The problem is that it still assumes that the launcher view will not cross the target row that the extension is told not to use.

This is just a prototype and I am willing to make appropriate changes if this has a chance to be merged
