Fix Persian layout

Danial Behzadi requested to merge danialbehzadi/squeekboard:Persian into master

Current Persian keyboard layout in sqeekboard is lacking some most useful characters and it's unusable. This fix will make it usable, but not perfect. I will continue to make it better afterward.
