French layout

Administrator requested to merge french-layout into master

Two french layout MRs are already open, but none can be merged, and both didn't get any attention from the original authors in several months.

This MR builds on @uzanto's work for https://source.puri.sm/Librem5/squeekboard/merge_requests/235 and ensures this layout can actually be used.
