implement system prompter

Administrator requested to merge wip/system-prompter into master

Add GcrSystemPrompter implementation

This gives us system modal dialogs for all important pin entries (if they use Gcr as they should)

TODO:

  • implement via LayserSurface
  • fix refcount bug
  • unbreak CI
