power-menu: Add close button secondary actions

As mentioned in a4d2e6d8 secondary actions we were looking for new home.

The swipe gesture (that closes all of phosh's dialogs) is hard to discover so add a close button and the secondary actions (that don't need a further explanation as the device is operatable without them) next to it:
