Make location indicator ignore lowest precisions
As it is right now, location indicator shows up whenever any application requests any kind of position from geoclue. This makes it mostly useless when there's an application that requests broad location precision and listens for changes.
On my phone, location indicator shows up on boot and never goes away. Turns out that this is because of GNOME Clocks listening for location at CITY
precision level in order to infer a timezone of current location. As a user, I'm not interested in an indicator in such case - the app could very well implement its own GeoIP lookup and bypass it completely. What I do care about is an indication of whether some app is using more precise location sources - but right now I don't have such indicator since phosh's one is constantly on.
