move scrollbar in feedback-panel and lockscreen-panel further

It seems the scrollbar in feedback-panel and lockscreen-panel is sticking to the listbox while stretching the app. Usually gnome apps have scrollbar at the edge of window.

This commit fix the uniformity issue!
