utils: Fix minimal expected height

André requested to merge andre/phoc:min_height into main

According to https://gitlab.com/postmarketOS/pmaports/-/merge_requests/4541#note_1641672340 minimal expected screen size is 360x720.

This fixes scale calculation on some devices.
